Temporary Line needs to be fixed

Hi, the temporary line you guys installed for me to have internet access needs to be buried underground. It keeps getting tampered with thereby making me lose internet access. I was told by my apartment that the wires need to be buried underground. Right now I have been out of internet since Thursday evening. How can this be resolved. I don't want to get upset and cancel my service with you guys. Also how can I get reimbursed for the days I have been without internet starting since Thursday till now
