Technician's Discretion = Charges

A year ago, I had a technician out to help set up my cable. He told me that the reason the splitter was not working was because the coax outlet (wall) was busted. After nothing showed up on the next bill, I assumed there was no charge, only to be charged month(s) later. Today, I was told by a Comcast agent that the issue I had should have been covered but since the technician has "discretion," he could charge me. There is a tech coming tomorrow for the same issue at my new apartment. How do I protect myself from "discretionary" charges this time?
