My Bill goes up and I get this on my PC. Oh, by the way, I am on a 1Gbps LAN connection into my RENTED Comcast router. Just saying.
It's just a bug. There is a mismatch between your actual IP address and what the system thinks is your IP address. An employee can fix it for you.
I've asked a Comcast employee to help you. You should expect a reply in this thread.
