Starting service, in a high risk area

I have currently tried to get service, they come out hook it up and it works for 4 days and is turned off. They said I need to bring a copy of my lease and state issued ID. So I do and they tell me I'm in a high risk area, and need more documents that I do not have. No one can help me, I just want to watch TV, and use the internet, but I cannot. Please help, or I will just have to wait to move to an area that will give me any other service provider, this is my last attempt. Will never get or recommend to anyone if I can't get help
