Self Install Problem

I had Cast service at my previous address and moved the service when I moved to my new address. This was several years ago (about 14). The problem is that ever since I moved any time I get new equipment it will not self install on my account. I always have to call to activate. The customer service always states there is a problem in my account at the upper levels. No one ever fixes it - even though they always say it has been fixed. I would like to be able to self install whenever I upgrade equipment. Thank you for your help.
