Removal of temporary line

I am finding it impossible to get the temporary line removed. It has been across our neighbors driveway and yard for 3 months. I have called 4 times and had 3 appointments with no one ever showing up to remove the orange cable. How do I get this removed? It is an outside job so COVID should not be impacting.
