Problem with phone help

Sometimes it makes sense to call and actually talk to someone rather than use the chat line.  However, it's obviously not feasible to everyone?

 

I am extremely hard of hearing so I use a closed caption landline.  Customer service is out-sourced so the operators are heavily accented.  Even the cc can't pick up the dialog well.  

 

The last time I tried calling, I explained this problem and asked for an operator more fluent in the English language.  They hung up on me?  

 

Is there a way I can get thru to someone without such a heavy accent?
