Over Billing

I am having an issue with being overbilled for my internet service - which includes a request for interest. My husband has called and not been able to resolve the issue. When asking to speak with a supervisor he has been: disconnected, forwarded to a voicemail with no return call, forwarded to a number that no one ever answered and most recently the automated system disconnected. This is snot acceptable, the customer service has been lacking and we need to get this issue resolved. How do I make unmediated contact with a Supervisor?
