New construction HELP

We are developing a new Subdivision with 7 lots in Hebron IN. We have been trying to establish Service to our new home (1st house built). After appprox 6 months we finally had contact with James Woodworth via email. We provided him with the Plat we have and have NOT heard anything back after several emails. We will need a new pedestal and cable run to the house which is over 500 feet from the road. I need to have another contact or James Woolworth's supervisor to remedy this problem.
