Lines down and Comcast doesn't care?

The overhead cable lines have been down at the top of my lane near the road for a week.  A tree fell and knocked them off the pole on 8/4. I can't seem to find anyway to report this. When I finally got through to Comcast I was told that they won't put them back on the pole becasue I am no longer a customer and, in fact, their system doesn't even allow them to create a ticket if you don't have an account. Is that right?  What happens when they fall in the street (whcih they esentailly are)? I have a call into my township, but the lines have to be moved so next options are limited to removing them myself. It's a street line about 2 inches thick.

If the cables are in a right of way, Call the local police non emergency line, they’ll get someone out quick, if it is Comcast’s line or not. If it’s to your house and you’re not a customer, cut it and throw it away.
