How do I get to speak to a Human Being - service down for over a week and the robo chat is pathetic

My service has been down for over a week and I have no way of speaking to anyone. The message I get via robo chat is we can't talk to you until its fixed - seriously. Of course I now have the bill they want me to pay when I have barely had internet. What kind of company is this?
