Double charge, sudden cancellation without any notification

I purchased wifi on demand 30day pass on May 20th. The money went to xfinity alright.  And it suddenly stopped working couple of days ago. And a window pops out asking me to pay for a new pass everytime I log in.

I called the customer center. They agent said that my pass is cancelled(But no refunds!!)  And he can not do anything about it. If I give them my bank card number and name and address(all the information related to that) and my id, they can look it up what happened, and see IF refund is available. 

I asked him who will have the information, he said the biz center "aba uti418" will have a look.  No news. Is it a scam?
