Customer Loyalty and Retention

I have been a long time customer of Comcast and Xfinity and have experienced several issues on both the customer service end and performance of services. My issue today is I can not understand why deals only apply to new customers and not exsisiting customers. When I try to scale back my services for a reduced rate I'm only offered less packages for similar pricing. At the most I could get $10 less per month but 100 less channels or 100 less mbps. If someone moved into my house tomorrow to set up service they could almost write their own price for services. I would like an answer to that.
