Courtesy month error?

Courtesy month error?

"You have used 1 of 2 courtesy months in which you can exceed your data usage plan without charge."

 

How does this make any sense, if I had used one last August (2018), one this July (2019) and so was at 2 of 2.  Given that the 12 month period should have reset this month (August 2019), shouldn't it indicate 0 of 2 courtesy months used?

This is from us billing one month in advance. 

 

If you went over your data in July, it would be put on the August bill.
