Comcast Serviceability/Construction Department

Comcast customer service has been no help in trying to transfer my service to a new address. They advised me that my new address is coming up as commercial and they need to change it to residential. A ticket was created and was supposed to be completed within 24 hours at first, then called back an they said it takes 24-72 hours, then called back again after 72 hours and they said there is nothing they can do and I just have to wait because they didn't know what department completed home smart tickets!! I requested to speak to manager and the manager told me they would escalate my ticket and call me back. I never recieved a call back ofcourse and called back in today to find out nothing was completed. I found out the name of the department, but they said there is no way to contact them. How can I get someone to complete an address update from Comcast? This seems crazy to me. it's been over a week and nothing....
