Can't set up automatic billing because it says I'm a secondary user

Can't set up automatic billing because it says I'm a secondary user

I changed administrative controls of our account from my husband's name to mine in hopes it would change the name on our email account (I'm primary user of that email).  Now it won't let me set up automatic billing.  I get a message saying this is restricted because I'm a secondary user.  I have no idea how to fix it or change it back.  Help!
