Bill keeps going up and service keeps going down.

My service has been spotty for awhile now, with at least one outage every other week or so. I've had an outage two days in a row now (the one yesterday was reported by someone and recognized by comcast as an outage, so it wasn't my router or modem that was the issue. I haven't checked for the outage that just happened.).  I can accept my internet going out every now and then, except my bill keeps going up. This is unacceptable.

 

This isn't a troubleshooting request. The issue isn't with my equipment, the issue is with comcast's service and my bill being raised for no reason.
