5th NoCall NoShow for Outside Line Drop

Hi all, 


I'm going on week 7 of service...except I'm still waiting on the line to get dropped to my house -_-

Also, this past Saturday (Aug 4th) would be the fifth (5th) time that service was scheduled, and no one showed up, and no one called.  Each time the contractor is giving the response, "no employee available". So, it would seem to me that either Comcast is failing in their obligatioin to contract out the service (by contracting out to a provider who lacks the resources to service the area), or the contractor is failing in their obligation to Comcast to complete the work by not doing it?


Does anyone know how I can escalate this issue?
