lowering the underground cable

We are going to re-grade the soil for storm water drainage on the property (entire back yard). The ground is going to be excavated by 32inches below existing grade. This will expose your cables. What are the steps or whom may we talk to about ensuring the cables are are properly buried lower then 32 inches.
