internet /phone to high

I am paying $148 a month for internet/phone service called last Dec about lowering my bill the rep says they take $40 off bill never happen hate to call them again I dont like it when they break there promise I dont want to talk to a rep i cant understand them half the time looking at other providers charges less than $100
