echeck/eft return fee

I am a new user, I do not have any idea about echeck/eft return fee. On Feb 28, I got a mail that includes my bill. Going thorugh the bill, I saw that I am charged $25 as eft return fee. I was wondering and I call customer service to know how am I charged $25 without being noticed, and the guy on help desk said that they charged me because of not having sufficient fund on my account. But how could that happen, I always check my acount just to be sure that I have sufficient amount to pay my bill.
