Is the Xfinity Digital Starter required to receive the best quality HD on an HD TV?

different package are available for new or existing customers. HD is an extra $9.95/per month (cable channels have moved to 720p60 and local channels are carried in their native format (usually 720p and 1080i depending on the network). The 800-Comcast department can explain other charges like regulatory fees, local sports (regional) charges, etc.
