Trying to reach retention department

Currently i've internet service with comcast, my promo period has more than a year ago. for a while, i'm very high charges for internet that too for low speed internet plan.

 

I tried talking with customer service and comast sales rep, they said they cannot do much about it. 

 

I am advised retention department can help me to get back the promo prices.
