Residential Trouble Call?

On August 18th, a comcast technician came to my apartment after our internet had gone down. I had called the day before and the tech support was not able to resolve the issue, so they scheduled the visit. At no time was I told there was a charge for this service, and the person who came over did a great job. 

Now my bill has a $70 "residential trouble call" charge. Again, I was never informed there would be a charge for this service. A service that just fixed a problem with Comcast's own equipment, not mine. 

Relatedly, the same bill is charging me the full cost of our internet service, despite the fact that I am still within the one year promotional period.
