Residential Service Charge

I recently had emails come in stating they had increased my internet speed to 150MB and it still was around 75MB.  I reached out to a tech just noting this, emails keep coming in stating such and such increase; however speed is still lower.  Anyhow, the tech said he thought there was something wrong with the lines so wanted to send someone out.  They did send someone out who stated the lines outside we're old and needed to be replaced and that's causing the issue.  Nothing was done inside my home at all.  A couple weeks later someone came out and installed a new line from the street outside the home.  Anyhow, at no time was a $70 charge mentioned, though, now it's on my bill.  I've seen multiple instances of this being reversed on this forum and would appreciate the same treatment.
