Reactivation fee when service was never deactivated

Why the was I charged a reactivation fee for tv, internet, and voice when NONE of my services were ever deactivated? My husband noticed I had forgot to pay the bill and paid it immediatly. None of my services were ever interupted yet I was charged $6 for each to be restored. This is robbery pure and simple. How can I be charged to reactivate something that was never turned off? I will be filing a formal complaint with the FCC if this is not cleared up today.
