Purchasing an on demand hotspot

When I enter card info for a week pass I keep getting an error saying "the servers are unable to process your request" I've called customer service, they told me to restart my phone and clear the browser history, but that didn't help. I've tried on three different devices dozens of times now and I keep getting the same error.
