Procedure to complain a customer representative

Today, when my call was transfered from Internet Essential to Comcast. The customer representative is very rude and helplessful. She does not help me to change to the plan which fits me. She even turned off my TV without my permission. Who knows the right procedure to complain the terrible customer service people?
