The change just took place earlier this year.
Essentially it means you need to post your problem, or complaint, and wait for Comcast employee replying to give you permission to PM them. They can unlock your blocked messaging to allow your message go through to them.
New forum members (and old members with very few posts) must have enough posts meeting a certain threshold to unlock their PM capabilities. Blame the change on people joining the forum just to PM an employee and harass them.
