Previous xfinity tech cut ALL cable wiring out of my siding, no cable service in my home possible

A comcast technician came here in March to fix an internet issue. While he was here he told me that all of my outlets were active and comcast only allows 1 active outlet per line of service. He told me he "deactivated" my other outlets. I assumed he did something technical on comcast end some how.

Yesterday a different technician came to set up my new services. I upgraded my internet to gig speed and because it was cheaper to get the double play promotion instead of gig speed alone, we had to get the cable too. The tech couldnt figure out why the cable service was not working after he set it up.

He tested the outlet and it wasnt even active. He then went outside which is where he found that the last technician who said he "deactivated" my other outlets, PERMANENTLY did so without my permission and without my knowledge, by cutting and ripping out every single cable line that my builder installed while building my house for every single outlet in my home except for the one my modem was connected to. He tore it all out of my siding. Comcast has told me that they dont wire homes anymore and that I need to hire an electrician.

I just want to be clear; a comcast technician is allowed to come into my home to fix my slow internet, my home that was wired for cable by my BUILDER when my home was built, and illegally and purposely commit property damage. When he leaves, my home is no longer wired for cable at all. He was ONLY there to fix my internet, not destroy my wiring completely.

Comcast says I am responsible to pay an electrician hundreds of dollars for what he did, to get my home completely "fished" and re wired, if I want to be able to use the cable services included in my package. My home was perfectly and completely wired before he came and destroyed it all on purpose, and when he left there were no cable connections left aside from the 1 outlet my modem is connected to? How is that right? This is illegal. The technician who found the damage wrote a report to his supervisor, but apparently they just don't care. I am not going to allow this. Can someone help me?
