Overpaying for the wrong service?

I have been through a dark firy place with these people. What is so difficult about installing a service and sticking to your own contract? Well after having over 13+ technicians I lost count at 12 and one even called me a little know it all b word 15+ Visits and it all took over 7 months they finally got my internet working for about 3 weeks but they started charging me almost double what I'm supposed to be paying!???? And of course it's not working again. Any suggestions? According to my contract I am supposed to be receiving the performance plus package that was supposed to be 100 mbps with hbo and basic cable for $39.00/ month. They have me paying $140.00/month with no cable no hbo and only 20 Mbps. I want a full refund for all of these months I have been contracted with them. This is ridiculous!!!
