Not receiving my eco pay auto bill pay discount

I have been on EcoPay and Auto payments for as long as I can remember.  I should be getting $5 per month for this program per the Customer service reps I have spoken to.  No one can show me where it is on my bil.  I'm owed so much money for over the years.  How can we resolve this??
