Am I considered a new residential customer for cable TV service is I have your internet service already?

no. you can add service at will. many internet only customers do have a TV 'trap' that may have to be removed to add TV. There is a free beta of instant TV being offered (no equipment, you use a desk/laptop or smart device (phone and tablets) and get access to a 20 hour cloud-based DVR.
