My service was out for some 13 hours but was only given credit for 4 hours.

Last week our subdivision was without all comcast services for some 13 hours. Being one of the first to contact customer service, I was given a credit for 4hours when your employee anticipated service to be restored by midnight...and it was closer to 13 hours.

Most likely the rep just gave you a courtesy credit. An actual credit for 4 hours of service interruptions would be something like $1.
