My modem is registered to another account

I just tried to install a new modem purchased from Amazon and Comcast tech support told me that it was registered to another account and that it could not be used on my account. I'm not entirely sure tech support because when I attempted to register this modem prior to setting it up on comcast the SN was not registered there. Is there a third part site where SN can be verified or can someone explain how a modem sold as new is registered to another account?
