My Bill is completely wrong, channels, pricing, WRONG! HELP!

Back on December 18, 2017 my  account was changed to Limited Basic TV + Internet Plus + HBO, estimated bill of $70.17.  Double play channels were to be removed as well as the charges ($144+).  I still have the email confirmation.  Much to my surprise, the new bill for this month, it hasn't changed at all!  All the channels are still listed, I just don't actually receive them.  I'm getting what I was TOLD I'd receive, but being billed for the much higher package.  Someone needs to fix this.
