Low wire

Please help us. We have had a low hanging wire the property behind our house (the property is an empty lot but it does have an active driveway) for very long time and it just gets lower and lower. We have contacted FPL, AT&T, and the local city government, all of which have confirmed that it must belong to Comcast and Xfinity. I think Comcast came out a few months ago but went to the wrong address.
