Line improperly installed by Comcast

A while back landscapers cut our line.  Comcast came out and re-installed lines and tucked them under our siding above our back garage door and around the perimeter of the house.  Around the garage door, the siding immediately separated a little and we accepted it...we should have not accepted it. Now about a 6 foot piece is flapping and exposing the wiring.  I am waiting for the siding piece to crack and/or fall and hit someone in the head.

Is Comcast responisble for properly fixing the wiring and siding?  And how do I accomplish this as I am getting quite concerned.

Please advise and thank you!
