How to escalate an issue ?

How do I escalate an ongoing issue so that I can get resolution? Anytime we have cold weather, my service stops working. By the time a tech comes out, it has warmed up and everything is okay. It seems clear that there is an outside issue with the lines or connection, but every time I call I get the same routine.
