It's almost instant. Once you submit the changes and accept the agreements the modem will reboot with the new speeds and the TV will shut off if you're disconnecting all of it. You'll still want to drop off equipment at the office and get a receipt for it and hold onto it. You won't likely be able to disco the TV side of it online though but by phone or in person.
