How can I chat with a human on my iPad. The community forum doesn't work for my question.

I have been trying for almost 45 minutes to figure out how to chat on line with customer service.

Please do not tell me to call. My phone is dead.

I need to speak to someone about  a billing issue. 

The community forum can not handle my problem.

Please connect me to a HUMAN BEING.
