How Contact billing specialist

Im trying to get into contact with a billing specialist or supervisor, my fiance and I have been with xfinity for over 2 years and we keep having an issue with our bill. Every time I call to get it corrected they say they fixed it and then the next month the charges are back and refund was never issued and no one ever contacted us. I've tried about six times to no avail. I've been getting charged over a year for a box that was broken we got it replaced and the technician never gave the broke one to us to return and I just found it in a box in our garage next to where he was working they the wall. I want to bring the box back but I want to get guaranteed that we will get our money back since it was their technicians fault and not ours. I just don't know how to get in contact with a billing specialist and not just a regular tech with no power.
