HELP! The last nail in the coffin... LAST RESORT to fix bill.

So I've had an ongoing issue with my bill missing the self service/ ecobill discount since my service was updated to the latest promotion.  I've called multiple times and have been promised that I would receive the accumulated discount that was not showing on my bill for about 5 months since my bill was changed but still nothing.  It shows the correct monthly cost as of the most recent bill but I haven't been reimbursed for the overpayment on lost discount.  I've only seen the promotion discount in discount on bill and thats it.

I keep getting the run around claiming that it will show up next billing cycle for the past 5 months...  last issue I had with my bill was resolved in a matter of minutes, it was an immediate credit to my account, instant resolution.  The quality of customer service has failed and I'm finally at the point where I'm giving up since I now have a better fiber option locally.  Hopefully this is resolved immediately.  HELP.
