HD Billing

We have never had HD TV's or HD Boxes, but have been charged for some HD Technology fee every month for years.  Why?  We never asked for a plan that included HD, and my 82 year old mother doesn't even know what HD is, nor does she care. Why are we being charged for something we never requested? Are we able to recoup the overcharge, or apply them to a bill?
