Green box on corner is missing cover

The green box on the corner of my property is missing. It has been since mid June. I have placed many calls to customer service, chatted online, and visited my local office twice. Supposedly there have been several work orders created including an urgent safety concern. The cover is still missing and a hazard to my child as well as the neighborhood children.
