Franchise Costs Surcharge

In my last bill, I was told of several increases in certain fees.  One that was NOT included was the Franchise Costs Surcharge.  Mine went from $0.58 last month to $5.35 this month.  Can any explain the $4.77 increase?

Hello Norman05. Franchise fees are paid to local governments as compensation for our use of the public rights-of-way and easements. The Federal Cable Act authorizes cable operators to collect from customers the full amount of franchise fees paid to local governments. Franchise Related Cost: These costs are associated with benefits to the community, such as public access equipment including cameras and studio equipment, and/or an I-Net that links municipal buildings for two-way cable and data communication. These benefits were part of an agreement negotiated between Comcast and the local officials.
