Had a gentalmen come by in person, said I needed to pay a past due amount to avoid service disconnection . Does this really happen?

Yes. Techs sent out to disconnect service will ask for payment before disconnecting service. Also, there are Comcast authorized contractors that try to collect payment before service is disconnected.
