Downgrading Service

I've been a comcast customer for a few years, and my contract for internet recently expired so my bill increased significantly immediately after. I could barely afford my previous bill so I'm looking to downgrade service, but now the downgraded service is even more expensive than my previous service without a new customer offer. I spoke with a sales rep over the phone, and she informed me that I am no longer eligible for a contract service unless I upgrade and then offered to cancel my service if I am ready to switch providers. I'm surprised that comcast would rather let a customer go than allow them to downgrade services. Any idea how to go about downgrading before having to switch providers?
