Delete old account

I signed up for an account 2 years ago that was never activated. Can that account be deleted because my email and cell phone are linked and can't be used with my new account. I don't have an account nber for this old account bc it was never activated.

I still can't verify my cell phone number for the new account because it's still tied to the old one, and I can still login to it. I want it completely deleted so I can have access to that email and my cell phone number.
