Data Usage Charges

Since I was never told about the data usage cap and am being charged for going over something I was never told about ... does that mean I get credit every month my internet speed doesn't live up to what I WAS TOLD it would be?  Comcast just goes out of its way to screw people over. I never  go over 700gb a month but in a month where I didn't even have internet for a week, it goes over 1024gb and now im being charged? This is beyond stupid. How much can I charge for my internet speed never reaching over 50 even though I pay for Blast which is supposed to be at 100?
